SUBJECT 4- BARANGAY PARTICIPATION
THE PROBLEM
During peak hours, when vast sum of motorists and commuters flooded the streets, some traffic lights are not working and traffic enforcers are nowhere to be found. Intersections, U-turn slots, entry-points are being congested and it become a habit to most of us to just wait for the queue on when to move. Situations comes to worse when nobody even try to volunteer to lightened the traffic load.
And Barangay roads are not properly planned since widely used as alternative routes for private car/UV Van using these small roads as option for shortcut or getting ahead of others during traffic. Mostly this causes blockedge on all intersection in the area.
CONCEPT
Barangay participation will be needed. Tanods and/or barangay police should be positioned in areas covered by the barangay management to lessen the congested points specifically the intersections, exit and entry points and thorough adjacent street leading to the national roads and highways.
· Team called “ Barangay Traffic Management Team
· Must undergo the basic traffic management scheme done by the MMDA for the betterment of their job. In this way, proper knowledge by the members of the team can be used for smooth traffic flow at least within the area of their responsibilities.
· Duty time during Peak hours or sudden traffic congestion ex. Accidents, emergency.
· Small radio/walkie talkie should also be provided to synchronized communication between those who are managing the traffic through.
· Must be equip the right Safety gears
· Team will be wearing uniforms identifying as Barangay Traffic member
· Added budget for the allowances of the traffic team will be cut from the barangay budget. (Example from Monthly Parking Fee from the Barangay)
The group to be able to have hign morals other than their knowledge in directing traffic. They must also budget for such allowance for the work they did in the roads.
BARANGAY CONSTITUENT
If ever a Baranggay Constituent saw that a Parking Box is being use by an unknown Car Owner even if it wasn't meant for him to use or without proper permission from the Baranggay, he/she can easily report it to the Parking Enforcer via PATRIOT Mobile Application and will be attended by the Ticket Enforcer accordingly.
This Datas will automatically be sent to the Server and will alert the Ticket Enforcer. The Enforcer will then deliver the message to the Baranggay Captain for proper coordination and then proceed to the reported address and owner.
All datas sent by the Concerned Citizen will be protected through data privacy act enabled by the application.
